On Sunday, Minneapolis Police Chief Brian O’Hara issued a public apology to Davis Moturi, a man who was allegedly shot by his neighbor after enduring a year of harassment and intimidation. Moturi had reported the threats to police multiple times over the past year, but believes that law enforcement failed to take adequate action to prevent the incident.
The alleged shooter, identified as 54-year-old John Herbert Sawchak, currently has an outstanding arrest warrant and faces multiple charges, including second-degree attempted murder, first-degree assault, stalking, and harassment with bias as a motivator. Minneapolis police officers served a warrant at Sawchak’s residence on Sunday night, urging him over an intercom to exit his home to avoid further escalation.
In a press conference, Chief O’Hara acknowledged the department’s shortcomings, stating, “Yes, in this instance, we failed this victim. This shouldn’t have happened. The Minneapolis police did not act urgently enough to prevent the shooting. To the victim, I say I am sorry.”
Moturi expressed disappointment in O’Hara’s statement, telling 5 EYEWITNESS NEWS, “He didn’t apologize for much. I reached out to the MPD for help multiple times, but my pleas were ignored.” Moturi, who was released from the hospital on Sunday, remains fearful of returning home while Sawchak is still nearby.
Footage from a security camera, installed by Moturi to document the ongoing threats, captured the shooting incident. The video shows Moturi trimming a tree near the property line when a gunshot is heard, causing him to collapse. From his hospital bed, Moturi recounted, “I knew I needed help, but part of my mind shut off.”
